Abstract: At the recent Glasgow COP26, countries finally concluded the outstanding rules on Article 6, which outlines the ways in which countries can cooperate through cross-border carbon markets to achieve the objective of the Paris Agreement. This policy brief examines the Article 6 carbon market outcomes and discuss how they might impact both mandatory and voluntary carbon markets, as well as Singapore’s role as a carbon services hub.
