Abstract: At Singapore's 2021 National Day Rally, Prime Minister Lee Hsien Loong announced a significant expansion of the Progressive Wage Model (PWM), intended to uplift the wages of lower-income local workers. The elevation of PWM to a key plank in the national strategy to raise incomes and narrow the socio-economic divide came nine years after PWM was first introduced in the cleaning sector. What was the motivation for PWM, how is it different from a minimum wage, and is it likely to succeed? This case study examines these questions by tracing the evolution of PWM and the policy thinking undergirding it.
