Abstract
Over the last 28 years, the Housing and Development Board (HDB) has been the sole public housing authority of Singapore. During this period, more than half a million units of flats have been built and at present, about 86 percent of the country's population reside in HDB flats. One of the major benefits of economic growth is the improvement in the quality of life of the people. As Singapore grew and prospered, the notion of the good life in the context of- residential environment and property ownership became more pronounced. In formulating housing policies to enhance the individual's search for a good life, the government has decided to adopt the Town Council (TC) concept in the hope that with participatory democracy, the community will become actively involved in improving and enhancing the living environment. With the reported success of the pilot TCs in Ang Mo Kio New Town, it has been decided to implement the TC concept nation wide in stages. This dissertation attempts to examine the likely effects of the TC on the management aspects when implemented in Kallang Basin and at the same time, tries to anticipate likely management problems.
