dc.description.abstract | This paper presents a technique for ensuring that the probability of handoffs dropped in a multi-service mobile cellular network is kept below specified thresholds. The technique is robust in the sense that it does not require information exchanges amongst neighboring cells. The technique also accepts different Quality of Service (QoS) specifications for different grades of handoff calls and ensures that these QoS levels are preserved under changing load conditions. | |
