Abstract: In this paper, we present the approach to develop energy targets for large commercial buildings in Singapore. The approach involves energy surveys and audits conducted on selected buildings and an analysis of their energy indices. We incorporate the use of computer simulations in order to assess the benefits of several energy conservation opportunities. The results of this study show that, for large commercial buildings, a three-tier classification is needed to account for the differing operating performances. Finally, we recommend the application of two sets of energy targets to achieve near- and long-term energy efficiency. © 1994.
