Abstract: This study aims to examine young couples’ perspectives on the Prime Location Public Housing (PLH) model implemented by the Housing & Development Board (HDB). The PLH model is a relatively new approach to public housing in Singapore that aims to provide affordable yet attractive housing options to young couples in prime locations close to amenities and transportation. In this study, descriptive statistics and thematic analysis are adopted in order to help identify the factors that affect the decision-making process of young couples in taking up the PLH, as well as to examine the impact and effectiveness of the PLH scheme in meeting the housing needs of Singaporeans. Results of the analysis suggest that variables including affordability, demand and location are crucial in the decision-making of each couple’s BTO application. Results from a small-scale survey conducted with about 30 participants also further identified various themes that play a part in young couples’ decision-making, and though the sample size is small, the responses suggest that demographic profiles may play an important role in influencing attitudes towards applying for PLH flats. The findings are then wrapped up with future recommendations and research potential on the same subject. The study also goes into detail about the various housing policies offered in Singapore, and although there is limited amount of information available about the PLH model due to its infancy, the findings could help inform policy makers on how to optimize the PLH model’s effectiveness.
