Abstract: Decarbonisation is now a crucial aspect of policy implementation worldwide, and collaborative efforts have been made to set goals and targets to address climate change. Singapore is not one to be different with the aim of peaking around 2030. Across Singapore, many sectors have recognised the importance of Decarbonisation and established their Decarbonisation Roadmap and goals. Two research gaps were found in the local context with regards to the lack of research done in the public housing sector and an absence of a unified Decarbonisation Roadmap of Town Councils in Singapore. This research seeks to explore the methods that Town Councils in Singapore and other countries are pursuing Decarbonisation goals, evaluate residents’ engagement and develop a Decarbonisation Roadmap for Town Councils. A triangulation approach was adopted to achieve these objectives by combining various research methodologies such as surveys with Property Managers and Residents in Singapore, in-depth interviews and case studies on Town Councils in Singapore and other countries to understand the Decarbonisation Methods in this current climate. The findings indicated that although Town Councils are independently implementing Decarbonisation Methods, the degree of implementation may vary across different Town Councils. The study also highlighted the lack of engagement among residents, and many remain uninformed about the Decarbonisation efforts and their role to support it. Finally, a Decarbonisation Roadmap was developed to guide all Town Councils in fulfilling their part to meet Singapore’s Decarbonisation targets outlined by the Government.
