Abstract: This paper is a case study of local elite in the early Qing dynasty. After the dynastic change, chaos and turmoil ensued. China was in a recovery stage as the new government implemented new laws and regulations. This paper sets out to examine Li Guang Po's concerns as a local elite in the Fujian province during the reign of the Kangxi Emperor. By analyzing Li Guang Po's written texts, the paper seeks to investigate the activities he actively participated in and the negotiations he made between the interest of the state, the local community and his lineage. First, the paper will provide an overview of the biography of Li Guang Po written by various scholars in the past, in order to show how others had viewed him. The paper will then attempt to discuss Li Guang Po's response to the newly-implemented taxation system, his concerns about the security-related issues, as well as his manipulation of the national commendation as reflections of a strongly local and family-oriented strategy. In addition, the paper tries to reconstruct the activities, including local defense, social networks and lineage family affairs, which he actively participated in the local scene. Through Li Guang Po's involvement in local activities and his response to the state apparatuses and resources, the paper aims to reveal the strong local and family inclination that is distinctly prominent in Li Guang Po.This paper is a case study of local elite in the early Qing dynasty.
