Abstract: The Ministry of National Development (MND) introduced the Estate Upgrading Program in 2000 to the private estate. To ensure private estate dwellers just as HDB residents have benefited from the HDB upgrading programmes. In this study, it attempts to examine the residents' overall satisfaction on whether EUP has achieved its objective and evaluate their satisfaction of the upgraded items so that the resources could be allocated more effectively in the areas that are more important to the residents. Door-to-door interviews were conducted to gather the residents' opinions. The findings show that the majority of the residents find EUP beneficial and are satisfied with their upgraded estates. In view of the findings, it is proposed that if the EUP were carried out by a private organization, there will be lesser dispute between the stakeholders and public agencies.
