Abstract: It is currently unknown if implementing relational contracting (RC) as a strategy can improve relations among stakeholders in Singapore public projects. The aim of this research is therefore to identify RC practices that improve relationships among these stakeholders. Quantitative data were collected from a group of construction industry practitioners who have had experiences in public projects in Singapore using a set of questionnaires via random sampling. The data collected were subsequently analysed using t-test of mean and Pearson’s correlation to establish the association between the use of relational practices and quality of inter-personal relations between stakeholders at the end of the project. The statistical results were validated via qualitative information gathered from in-depth face-to-face interviews with industry experts as well as a case study on Khoo Teck Puat Hospital. It was found that most of the RC practices such as team building attitude and effective communication have been significantly adopted in public projects. It was also established empirically, and validated through the interviews and case study that the use of RC practices can bring about good relationships among the stakeholders. Based on the survey and case study findings, a relationship management framework is proposed. Contracting parties can use the framework as a guide to enhance their relationships with one another and improve project outcome. Recommendations were also provided to encourage a change in mentality amongst the various project stakeholders to facilitate the implementation of RC in public projects.
