Abstract: The Building and Construction Authority of Singapore (BCA) has constantly sought to increase the level of quality in public housing in Singapore. Various methods have been undertaken such as the Construction Quality Assessment System (CONQUAS) and BCA Quality Mark for Good Workmanship. The introduction of these two schemes has greatly increased the awareness of quality in companies and lead to a work culture that places strong emphasis on quality work and finishes. (Pek, 2010) However, such rating systems do not provide insight and information to the public regarding quality in such a way to assist in the home purchasing process. To better address the need for a rating system that will assist the public in the HDB purchasing process, a new Home Rating System will be introduced. This paper will attempt to use survey questionnaires to identify various factors that influence the decision making process of the people when selecting the ideal HDB. The outcome of the survey questionnaires will then be assembled to a Home Rating System which incorporates the 1 to 5 star ratings. This new Home Rating System seeks to cater to newly build and existing HDBs in Singapore. It will be based on the location and the perceived value of the HDB. A local example of this checklist will be tested based on the Home Rating System to compare the results. Feedback of the home owner will be taken into consideration and will be incorporated in any improvements or changes of the rating system.
