Abstract: This dissertation is formulated to address Singaporeans’ concern on the efficiency and reliability of the local drainage systems. A severe flood that occurred in December 2006 has caused torment to all especially those who reside at the low-lying areas. Nurseries located at Thomson Road, one of the low-lying areas were affected by the flood was chosen as a case study to evaluate the competence of the drainage systems. Interviews were conducted with both the government agency and the business operators to find out the various flood alleviation methods they have adopted, the financial loss incurred and the inconvenience they have experienced due to such calamity. After the interview, a site investigation was conducted by the author to validate the comments made by the interviewees. The site investigation has provided the author an opportunity to carry out an independent study on the factors attributed to flood, based on its spatial and existing drainage systems. One of the problems being highlighted is the insufficient maintenance and undersized of drains which could have caused much of the rainfall to be retained on the road surfaces. In additionally drains being chocked with unwanted debris might cause a delay in the efficient conveyance of stormwater runoff to the drainage systems, thus leading to an increase in flood risks. This dissertation continues to study the stormwater and environment management which can be a solution in preventing inundate lands through the process of detail design evaluation and study of surrounding characteristics of the detention basin. Literature reviews and detail examination on the feasibility of adopting successful overseas practices in Singapore are also discussed. The findings shown that due to different geographical location, the adverse setback experienced by various countries differs in term of social, economic and environmental landscape. Recommendations of adopting the use of Geographic Information Systems (GIS) and construction of green roof as a tool for reducing urban rainfall runoff in Singapore are examined. Government being the role model is encouraged to set up extensive regulatory framework and comprehensive outreach programmes to encourage developers to participate in constructing green buildings, and increase public awareness by remain vigilant during flood outbreak.
