Abstract: Environmental public disclosure programme is classified as the ‘third wave’ instrument to enforce environmental policies following the use of command-and-control and market-based approach. Such programme has been implemented in various countries, both in the developed and developing worlds. In 1995, Indonesia implemented PROPER (Program Penilaian Peringkat Kinerja Perusahaan), an annual environmental public disclosure programme which assesses the environmental performance of firms and subsequently discloses the result to public. This programme has existed for more than two decades in the country and has broaden its scope over the years. This study aims to evaluate the effectiveness of the programme in improving environmental compliance in Indonesia through qualitative analysis on the assessment criteria and quantitative analysis on the compliance trend and performance.
