Abstract: Singapore being the centre of commerce and industry that places emphasis on its education system has to ensure that the environments of the tertiary institutions are adequately designed to cater to the different groups of users. The objectives of this research are based on these three questions: (1) What challenges do People with Disabilities (PWDs) face in tertiary institutions like National University of Singapore (NUS) and the polytechnic in Singapore? (2) What can be done to solve this problem? (3) How will the planning of Barrier-Free Accessibility (BFA) concept to integrate with the other designs throughout the construction project (Pre-construction stage, Construction stage and the Post-construction stage)? Detailed description from the research methodologies like case studies, interview, survey, observations and experimentation will help to achieve the following: (1) The background behind the design concept of NUS and a polytechnic in Singapore; (2) The actual challenges faced by PWDs within and to NUS and the polytechnic; (3) Comparisons of NUS, the polytechnic and an overseas school with design catering to PWDs; (4) Singapore and world’s standard for adopting BFA concept within and to buildings; (5) The proposed solutions to solve the challenges faced by PWDs within and to NUS and the polytechnic. Through the literature review, it aids in understanding the history of BFA concept, the reasons for adopting BFA concept into the tertiary institutions of Singapore and the planning of BFA and its feature for the buildings. Finally an evaluation on the usability of existing BFA feature to identify the barriers in implementing BFA features to the current environment of the institutions. Lessons learnt from the case studies, interview, survey, observations and experimentation will be listed out within the analyses of the different methodologies to show the understanding of the topic about BFA. With the analyses from the 5 research methodologies, recommendations were made in relation to the implementation of BFA features by integrating with the design of the current environment of NUS and the efforts needed by NUS to educate and communicate to the users of the buildings about the correct perception of the features of BFA. In the conclusion, there will be the lessons learnt about the topic of BFA, the limitation faced during the research and future directions towards the topic of implementing a BFA environment for the tertiary institutions in Singapore.
