Abstract: A proposal of a metro system was introduced as a solution to alleviate increasing congestion in Hanoi. This paper focuses on issues concerning the implementation of the metro system in Hanoi. They are firstly expected changes of land use patterns and secondly factors affecting the willingness of commuters to shift to the metro. The in-depth interview results showed that there is a lack of an official coordination of transportation and land use in Hanoi. One of the expected changes is more new and intensive developments around the train stations and terminals areas. The survey results show that the majority of the Hanoi people favour the introduction of the metro system. However, the wiliness of the people to shift to the metro depends on different factors. Ten relevant factors were chosen to be examined in details. One-way ANOVA revealed that there is no statistically significant difference among gender groups in their preference of these factors. The same applied to different age group, except for price. Two groups (students and retired people) care more about prices of trains than others. Factor analysis indicated four main factors, including pricing level, daily services offered, accessibility of train stations and alternative cost of taking the metro. Recommendations regarding a regulation system controlling developments and incentives to encourage commuters are made accordingly.
