Abstract: Bridge collapses have been a significant problem worldwide, and it involves economic loss, loss of lives, and injuries. The majority of structural collapses are due to design errors resulting from negligence. In Singapore, the Workplace Safety and Health Act (WSHA) and the Building Control Act (BCAct) govern the local construction industry to provide a safe working environment. However, despite the administrative efforts, there are still lapses in the legislation. The 2017 PIE viaduct collapse calls for a review of the current Acts. Therefore, this study aims to evaluate the similarities and differences between structural safety and workplace safety requirements and analyse the lapses in legislation through two structural collapse cases – PIE viaduct collapse and FIU pedestrian bridge collapse. A semi-structured qualitative study was adopted for this study. Thirteen construction professionals were gathered to obtain their opinions on the two cases. Their opinions are crucial to comprehend the day-to-day issues faced at the site. Key findings include: (1) Acts in Singapore are comprehensive to deter safety or design lapses, (2) However, minor improvements are required to create a more robust framework in identifying the roles and responsibilities of the different stakeholders. This paper also discussed recommendations by adopting a three-pronged approach based on the professionals’ insights, commentary, and literature reviews. Findings may help boost the effectiveness of the procurement process and the legislation. In conclusion, to prevent future structural collapses, all parties must play a part to inculcate a safety culture.
