Abstract: The Housing Development Board (HDB) was established in 1960 to solve the housing problem. At the initial stage of the housing programme, only rental housing was offered as the main aim of the government then was to provide decent shelter for the squatters. However in 1964 when the housing problem was more settled, the Home Ownership Scheme was introduced to allow the population to own their homes. This scheme included various policies such as the eligibility rules, the allocation policies, the CPF Scheme and the HDB Mortgage Loan Scheme. The study examines the need for constant revision of these policies since 1964. A critical analysis of the present policies and recommendations for further improvements were made. In addition, a simple multiple regression model was designed to show the inter-relationship between the various policies. Finally, in the concluding chapter, the overall effectiveness of the Home Ownership Scheme was assessed.
