Abstract: The field of public relations is an essential tool for every service organisation which needs to be incorporated into the mainstream of its clients' daily lifestyles. Especially for public service organisations like the town councils, where the need to maintain active communication with their masses is paramount, good residents relations can be one of the crucial deciding factors between success and failure in the long run. Good residents relations, however, requires long term planning on the part of individual town councils and conscious execution of objectives. The aim is not just to provide quality services but also to understand, shape and when necessary modify the dizzying aspirations of a new generation used to affluence. This study explores the importance of residents relations to town councils by studying the consequences of not having a properly structured programme. It proposes an integrated set of guidelines for town councils to follow in response to the perceived lethargy in residents participation of town council activities.
