Abstract: This dissertation firstly, puts forth a definition of self-access learning and a self-access system. In addition, some central concerns and features of a self-access learning system that administrators and management of instituitions may be concerned about, are highlighted. In order to provide the rationale for setting up a self-access facility at the School of Engineering, NYP, questionnaires were administered. The results of these questionnaires are analysed and discussed. It then presents the rationale for the School of Engineering (SEG), Nanyang Polytechnic (NYP) to set up their own self-access facility for the learning of English Language. This study also provides guidelines on procedures and highlights major considerations for the setting up of a self-access facility for the learning of the English Language. It also makes recommendations on funding, adequate staffing, well organised materials and an evaluative system for a self-access facility that the School of Engineering (SEG), Nanyang Polytechnic should consider when setting up a self-access facility.
