The first part reviews the solution concepts for the cost sharing games and an analysis of the axiomatic properties of a set of well established cost allocation procedures is reviewed. The later part looks at the stand alone axiom in particular and is the focus of our empirical segment. The empirical segment surveys the cost sharing practices adopted by the property managers of the various town council in Singapore. The by-product from such a survey is the study of the pattern of subsidies across the various room types.
