Abstract: International Technology Centre (ITC) has been resurrected in 1990 following a strong market performance and the emphasis of government to decentralise the Central Business District. In the coming decade of the nineties, the emphasis of urban planning is on Regional Centres. Phase 1 of ITC is being identified as a potential real estate development capable of becoming a regional shopping centre. This study seeks to gather supporting evidence to suggest that a regional shopping centre in the western sector of Singapore is indeed feasible. Factors which are considered in the study include the economy, demographic pattern, property market, analysis, locational analysis and competitive retail development analysis. These factors are considered carefully in the analysis of the proposed use in order to find the size of the potential market support for ITC. A residual method is used to test if such a market support is actually feasible in the light of present market rent and the cost of development. The analysis of the finding favours the proposed use of the site. The study is then followed by a proposed marketing strategy which addresses relevant issues pertaining to the percularities of the site and the region in the concluding chapter.
