Abstract: The retail performance at the Kampong Ubi Neighbourhood Centre is generally poor. The eating establishments that are meant to serve the surrounding industries in the Kampong Ubi Industrial Estate are not functioning as well as it was initially planned. In analyzing the possible causes, the author studied the real estate factors that can systematically be divided into the study of the market area, the locational factors that affect the centre's accessibilty and the non-locational factors such as the trade mix, the design and layout of the retail centre, the sufficiency of carparking facilities, the shopping environment and the marketing and management aspect of the Neighbourhood Centre. The three main causes identified are an oversupply of retail shops at the neighbourhood level, poor trade mix and a rise in the lifestyle of the population in the Kampong Ubi Housing Estate.
