Abstract: THE BUSINESS OF PLANNING A RESORT DEVELOPMENT DEPENDS ON THE FEASIBILITY OF THE DESIGN, FEATURE THEME, MARKETING, MANAGEMENT, OPERATION AND FINANCING. FEASIBILITY DEPENDS ON A COMPARISON OF SIMILAR CRITERIA FROM PREVIOUS PLANS THAT WORK WELL. A DEVELOPMENT BUSINESS PLAN FOR A RESORT ON BATAM HAS BEEN REVIEWED IN ORDER TO SEE HOW THOSE CRITERIA HAVE BEEN DERIVED FROM COMPARATIVE DATA. TWO SCENARIOS WERE CONSIDERED FOR FEASIBILITY. ONE CONSIDERED BATAM AS A RUNAWAY RESORT FOR SINGAPOREANS, THE OTHER AS AN INTERNATIONAL DESTINATION RESORT. IT WAS CLEARLY DETERMINED THAT THE SINGAPOREAN MARKET SCENARIO WOULD NOT BE PROFITABLE TO AN INVESTOR. AN INTERNATIONAL SOUTH EAST ASIAN REGION WOULD GENERATE SUFFICIENT CASH FLOWS.
