FEASIBILITY DEPENDS ON A COMPARISON OF SIMILAR CRITERIA FROM PREVIOUS PLANS THAT WORK WELL. A DEVELOPMENT BUSINESS PLAN FOR A RESORT ON BATAM HAS BEEN REVIEWED IN ORDER TO SEE HOW THOSE CRITERIA HAVE BEEN DERIVED FROM COMPARATIVE DATA. TWO SCENARIOS WERE CONSIDERED FOR FEASIBILITY. ONE CONSIDERED BATAM AS A RUNAWAY RESORT FOR SINGAPOREANS, THE OTHER AS AN INTERNATIONAL DESTINATION RESORT. IT WAS CLEARLY DETERMINED THAT THE SINGAPOREAN MARKET SCENARIO WOULD NOT BE PROFITABLE TO AN INVESTOR.
