Abstract: From the market analysis performed, it was found that there would be an increase in the number of visitors to Batam. This forms the basis of potential demand to its hotel industry. In relation to Desaru, Batam has a low provision rate of rooms per year and it has a small number of rooms presently available. This provides the basis of increasing the number of rooms in Batam and leads to the study of this proposal. In the locational analysis of the proposed site, it was found that the subject site possesses the natural setting of a resort development. The target market is identified by the common characteristics of the visitors to Sentosa and Desaru. The provision of facilities is specified by the popular choice among the interviewees in Desaru and Sentosa. Besides, the proposal is also found to be financially feasible. Hence, it is concluded that the proposed development is economically and financially viable.
