Abstract: Malaysia is on the brink of being classified as a newly industrialised country. This has come about because of intensive industrial development efforts on the part of the Federal (National) Government and the State (Local) Governments. However, there are still many States within the Federation that are lagging behind in this new, exiting development. Terengganu Darul Iman is one of these States. This study attempts to identify the reasons for this backwardness with a focus on the District of Kuala Terengganu. The resulting study indicates that while there may be problems, these problems are not insurmountable. With a little effort and co-operation from both the authorities and users in the industrial areas, progress on industrialisation efforts could still be successful.
