CHARACTERISTICS OF OLD HOUSING ESTATES AND THEIR PROBLEMS

Abstract

Old housing estates give rise to a series of problems which result in the requirements of more resources and time to manage and maintain these estates. The problems are a result of the characteristics which old estates display because of problems in the initial developments of public housing estates. As the Housing and Development Board of Singapore is the authority where public housing is concerned and so cannot shirk its responsibility of managing and maintaining all estates in land scarce Singapore. The tedious task of carrying out this area of work cannot be avoided. The recognition of the problems and an understanding of the characteristics of old estates will bring to light some of the means by which the problems can be tackled. This, followed by the adoption of certain practices and consideration of some changes to be made in the present administrative system, will be beneficial to ease the burden of maintaining these old estates. And a more efficient means of management and maintenance of the old estates can perhaps be achieved.
