ASPECTS OF DEVELOMENT CONTROL: THE RELATIONSHIP WITH THE MASTER PLANS

Abstract

Development plan and development control, as instruments of land use planning, have a close but not exclusive relationship. Development plan has functions other than that of providing a framework for development control; and for reasons which are reinforced through the study, development control has regard to sources other than the development plan. Thus, the question in effect becomes that of seeking to establish how great is the degree of this lack of integration. The root of the problem of this lack of integration stems, firstly, from the nature and requirements of development control; and, secondly, the inherent weaknesses of the Master Plan as well as limitations imposed upon it by issues of land values, development charge and land acquisition. Indeed, any attempts to bring development control within the areas of development plan either by widening the detail covered by the plan or by narrowing the scope of development control must look first at resolving these issues.
