Abstract: Town Councils have been implemented on an experimental basis in Ang Mo Kio New Town since September 1985. These new governmental agencies are designed to give residents in Ang Mo Kio opportunites of self management in selected areas of estate management and a sense of participation. As the idea of the Town Councils was developed, another constitutional referm, namely the Team of Members of Parliament voting scheme was also considered and accepted, which had crucial links to the Town Councils. The theme of this Academic Exercise partly seeks to examine the effects of the Town Councils scheme upon the opportunities for participation within the political system and the scope for pluralism.
