Abstract: Changing urban concerns and increased vehicle ownership levels over the last few decades have increased the complexity of the parking problem and new parking issues have arisen in policy formulation. Symptoms of this phenomenon of modern urbanization have also been observed in public housing estates in Singapore. The recognization of the objective of estate management to maintain and improve the living environment has given rise to the need for good parking management in public housing estates. A review of the development of parking management in other countries and relating their experience to our local context sets the direction for this study. The aim is to identify any inadequacy in the existing parking system and examine alternatives for the better management of parking so that estate management efforts towards improving the quality of living in public housing estates would not be frustrated. Having identified the objective in Chapter One, this study proceeds to examine vehicle ownership trends and the association of the parking problem with increased car ownership in Chapter Two. Chapter Three then reviews the development of the Art in parking management and an assessment of the management of parking in public housing estates in Singapore is made in Chapter Four. A case study in Chapter Five seeks to confirm the theoretical findings of Chapter Four and a summary of findings and suggestions for future research works in the last chapter conclude this dissertation.
