ScholarBank@NUS Repository. | Abstract: | In the past 23 years, Singapore has made great strides in providing low cost public housing to the lower income groups. At the end of December 1982, 1.8 million people or about 7% of "the population were housed in HDB flats. By 1985, it is estimated that 82% of the population will be housed in public flats and by 1990. over 90% of the population. This phenomenal growth in terms of size and intensity, is an enviable achievement and has made public housing in Singapore a symbol of national pride. The housing problem according to the Prime Minister should be solved for more than just social, economic and political reasons since it is vital to the security and national interest of the State. As such, how flats are allocated to the citizens is of vital importance to the Government. The policies involved must not only be administratively efficient but also rationally equitable. It could be stretched so far as to say that a good allocation policy would strengthen and stabilise, even further the political position of the present Government.
