Introducing quality process improvements in software development is a challenge to systems personnel. It requires a new organizational culture as management needs to provide the strategic vision that defines the mission with a multi-year implementation programme using a process re-engineering paradigm. To understand the issues underlying the implementation of software quality, an exploratory study investigating the status of software quality practices is conducted on 280 companies in Singapore. The results show that most organizations do not seem to have the fundamentals to having quality management in software development.
