Abstract
The study examines the use of road pricing measures as a
means to curb congestion. The Area Licencing Scheme (ALS)
in Singapore is analysed for its efficiency in restraining
peak traffic. The issues of practicality and equity of
the scheme are also investigated.
Results of the study indicate that the ALS has been
economically efficient in restraining morning peak traffic.
It is also comparatively simple to administer and enforce.
However, the ALS fails to restrain intra-traffic movements
during its operation hours and the evening peak. The
problem of congestion has also been shifted both in spatial
and temporal terms. Besides, the scheme is discriminating
against the lower income motorists and the residents living
within the zone. The use of car pools however, lessens the
discriminating effects of the scheme while nothing has been
done to redress the latter.
