Abstract: It is foreseeable that a micro/pico-cellular architecture will be the most attractive wireless communication solution in the future because of the high frequency reuse the structure can support. Due to smaller cell size, the rate of call handoffs should increase. From a user's perspective, having a call abruptly terminated in the middle of a conversation is far more annoying than having a new call attempt blocked. In this paper, a Dynamic Channel Pre-reservation (DCPr) scheme based on incoming handoff rate and local carried load is proposed as a means of providing handoff priority. The proposed DCPr scheme is capable of providing grade of service (GoS) guarantee in terms of call dropping probability. In addition, operation for base stations is very simple, which makes the proposed scheme practical to implement in mobile micro/pico- cellular networks.
