Packet reservation multiple access carriers are dynamically assigned or released depending on current teletraffic-loading conditions. Significant performance improvements are obtained using a 2-stage costing strategy which attempts to balance call blocking probabilities against packet dropping rate; thereby leading to more efficient utilisation of channel resources.
