Abstract: In 2004, another comprehensive review of teaching and learning Chinese language was conducted by the Chinese Language Curriculum and Pedagogy Review Committee, and a new teaching approach, namely the School-Based Curriculum (SBC) was proposed. This thesis reviews the implementation of SBC of in Chinese Language teaching in primary schools. The first two chapters offer an in-depth review of the development of the Singapore bilingual education system and an analysis of the importance of the SBC in the history of curriculum development. Chapter 3 examines the implementation of the SBC in Singapore. Some latent issues, such as lack of proper way of assessment, unclearness of the objectives and the fragmented system in some schools? SBC, are identified. Chapter 4 presents several case studies of successful implementation of SBC, both in Singapore and other countries. The thesis concludes that the SBC is the key to ensure the continuation of the current bilingual education system in Singapore.
