CONSIDERING THE PROBLEMS ENCOUNTERED DURING THE FINANCIAL ARRANGEMENT PERIOD, THIS DISSERTATION ATTEMPTS TO HELP THE PRIVATE SECTOR PROPERLY MANAGE THE FINANCIAL ARRANGEMENT RISK OF PPP PROJECTS, I.E., THE FAILURE OF ACHIEVING A FINANCIAL CLOSE, FROM THE PERSPECTIVES OF BANKABILITY AND CRISIS-RESILIENCE.
