In 2014, HDB has published a HDB BIM guideline to showcase the HDB BIM’s workflow but the role of a quantity surveyor (QS) seems to be excluded in the project review team. This paper identified the problem of the lack of QS involvement as an opportunity cost for HDB. A 5D BIM costing system is generated for QS to better utilize existing information provided by HDB in the HDB BIM’s guideline. This costing system was validated against an actual HDB Build-to-Order project located in woodlands and it was found that costs inputs by QS would provide for a more comprehensive review during the design stage of construction.
