In a dynamic environment, a data bucket is frequently split/merged owing to overflow/underflow. To prolong the life span of a bucket, it is important to choose a good initial loading factor. In this paper we use a mathematical model to determine the optimal loading factor. We derive a simple formula that gives a value close to the true optimal solution. Our formula is justified by simulation results and theoretical analysis.
