Both ε and μ̄ are considered and 4 parameters specify the material. The field components are expanded in terms of Hertz-Debye potentials, and both TE/TM (with respect to r̂) waves inside/outside the sphere can be derived in series of fractional-order (in real or complex number) Ricatti-Bessel functions.
