Abstract: This thesis analyzes regional air transport liberalization and integration in East Asia, defined along an ASEAN+3 model, in the context of larger, ongoing reforms to the international air transport regulatory system. It identifies two principle norms ¿ efficiency and participation ¿ as central to the larger political processes that inform legal reform, and evaluates the evolution of the system of international air transport regulation within this context. In doing so, it integrates the processes of legal change in East Asia into larger discussions of global reform. It then analyzes the particular instruments of reform in light of this normative framework before identifying a strategy for further liberalization and integration in the region.
