Abstract: Singapore’s labour shortage is currently the greatest challenge for economic growth. Restructuring and coping with such pressure will take a considerable amount of time. Monetary Authority of Singapore (MAS) Chief highlighted. (TODAY, 2016) The construction sector is one of the most affected industry by the tightening of foreign worker policies. With numerous big projects in the pipeline, including public housing and infrastructure works, the demand for labour will be hiking. However, the shortage of workers in the sector means there will be an increasing cost and longer process for completion. The strong demand (BCA, BCA MEDIA RELEASE, 2017)for construction will continue to grow but the labour quotas for each project is decreasing. In addition, the construction firms are facing an increase in the cost of labour due to higher foreign worker levies. The demand for labour are not met is due to various reasons such as the perception of construction relating jobs, the high turnover rates and the stagnant productivity progression. This paper’s aim is to identify the manpower challenges faced by construction firms and to generate recommendations and solutions to improve the current manpower shortage issue. The study is based on literature review, the findings from the results of a field study which comprising a survey using questionnaires by the existing Singaporean employees in the job market. The literature review gives an overview of the current labour resource concerns and measures in Singapore’s construction industry. By in-depth understanding and analysis of the root cause of the shortage in labour, the implementation of solution will be more effective. Since the government had implemented measures and was pushing for increasing productivity of the workers. This study will look at other methods of reducing foreign labour dependency rate which is to encourage local employees to join the construction sector by various means. The key findings of the study include the significant factors affecting employees’ decision on choosing jobs in construction sector, which is the job satisfaction (Passion and Interest) and methods to increase recruitment rate in the sector. One of which is through boost the branding and image of the entire sector by using the trendy social media. Another strategy is through increasing remuneration through annual salary increment.
