dc.description.abstractMany buildings built in the 20th century have dilapidated and require reconstruction or renovation partly due to lack of technology then. Managing the refurbishment of occu-pied premises requires a higher level of safety as compared to new project on empty site, which already requires a relatively high level of safety. Site space, scheduling con-sidering the number of users and the users’ needs, worker’s safety and demolition were issues related to occupied refurbishment. The project studied is on Toa Payoh Methodist Church (TPMC) as it has 3 types of work activity: Demolition, Addition and Renovation. With its long life cycle since 1970s, defects have developed and as a result, more planning was involved prior to demolition. Workers quarters were built within site despite its limited site space. Occupants including Kindergarten School were using the building facilities which increase the safety requirement in the building and site. Hence, TPMC project is a unique case and investigating TPMC project seeks to bring out problems and safety inadequacy in an occupied refurbishment. This case can be studied with other cases to investigate the phenomenon for future work as well. The Model- 3P+1 by Teo (2009) was used to understand the attributes that influence the level of safety on the construction site of TPMC. These attributes were classified under four main factors: Policy, Process, Personnel and Incentive Factors. Policy factor is the strongest in the contractor of TPMC project; however, having to implement the policies is difficult. Hazardous activities were identified in the site and most were major and typical issues that could arise in any construction site. It is concluded that contractor handling refur-bishment has not provided the maximum attention to occupants’ safety. This was reflected in the perspective of the client and users of the building as they were con-cerned with the hazards and Main Contractor failing in managing the issues well. Therefore, more considerations towards the users of the building would make the site safer and prevent accidents due to occupants in the building to happen.
