dc.description.abstractThis paper aims to research how pursuing progressive urban development in a developing capital cities like Surabaya morphs the city dualistically, where 2 urban forms exist together in a single cityscape: the growth of formal modern enclaves belonging to the middle to upper class tier, as well as the informal traditional kampungs sporadically forming in undesired places for the poorer people, due to the marginalized being unable to fit into the planning boundaries kept by the government. What causes the dualistic city scape to come about? What are the factors that contribute to the creation of these spaces? Analysis into the government’s political framework as well as its role and relationship with the private developers will be studied, to gauge the effectiveness of the government’s efforts in managing the formal and informal sector of the city.
