dc.description.abstract | The purpose of this study is to provide a preliminary cost estimation for the Singapore-Kuala Lumpur (“SG-KL”) High Speed Rail (“HSR”). An accurate preliminary estimate will assist in securing finances and can also be used for cost control during design and construction. Therefore, an accurate preliminary cost estimate is crucial to the development of the project so as to guarantee better management of budget and time. A literature review was done to review the cost estimates of the elements in a typical HSR system. The factors affecting cost variance in each element were also studied. An elementary cost estimation was carried out in this study through the use of parametric analysis and multiple regression analysis. The case study, SG-KL HSR project, which is seen as a political, economic and social development tool, is expected to start construction in 2017, with a projected completion by 2022. Some benefits that the SG-KL HSR will potentially bring include cheaper and faster travel, lower air and noise pollution levels, easing of road congestion, boost to tourism, integration of urban areas, and employment. Since discussions are still ongoing, project details remain scant. Based on the analysis of cost data across different HSR projects through the use of parametric analysis, a cost estimate of US$2.4 ± 0.6 billion was obtained. This cost estimate will not only serve as a benchmark for financial viability during feasibility studies, it may also be used for cost control during the design and construction phase. | |
