Abstract: Upward mobility to private housing by public housing homeowners is an important activity that impacts both public and private housing markets. This study empirically tests the changes in cross-sectional data of 2000 and 2009 by using probit model. Each transacted property is deemed as an individual identity that attracts housing upgraders with different attributes. With a big group of transaction database, it is discovered that different attributes possess different probability of causing effect on housing preferences by upgraders. Results from probit test for each type of private dwellings reveals significant changes in upgraders’ preferences in housing mobility in the time period of 2000 and 2009. In overall, price and floor area of property unit are still the main concern to upgraders. Residential properties outside central region have higher chance to be purchased by housing upgraders, in comparison to units located in central region. HDB upgraders give strong concern on public amenities and infrastructure in surrounding area of private housing units as they prefer to buy property where there is populous number of HDB residents. Type of sale for transactions on the other hand has low probability of creating effect on upgrading behaviour. In overall, the findings are comparable with results from previous researches though the study is carried out with a different approach. This way of empirical analysis is recommended for future study on the same topic. Should the research scale be zoomed down to be more specific or new variables related to external factors and demographics of location be featured in, better and more comprehensive answers can be obtained.
