Abstract: With 3rd Green Building Masterplan and the Smart Nation Initiative in the background, it is clear that smart and sustainable buildings are the future of Singapore’s built environment. In order to move towards that future, existing buildings must improve. Yet this is not happening. This study aims to investigate the reasons as to why building owners are not retrofitting their buildings and propose a solution to address their concerns and problems. Through the literature review and interviews conducted, it became clear that the high initial cost and uncertainty of returns in an energy retrofit are the key reason as to why most buildings are not engaging in energy retrofits. Hence this study proposed an Energy Retrofit Strategy to manage the high initial cost and the uncertainty of returns.
