Abstract: The Civilian War Memorial Park once held a greater significance along the shoreline of Singapore. Facing the sea, it held a mark of respect and the memory of history as people passed alongside. However, as new developments and land reclamation followed the growth and prosperity of the nation, the Memorial Park has had its stature diminished, and become a ‘land-locked’ traffic island in the midst of the city. The objective of the thesis aims to address its juxtaposition against its surroundings of the city centre and how through the interventions, inject vibrancy, activity and street life above ground, in keeping with the historical narrative of the Civic District. As such, relations between historical, commercial and green spaces have to be addressed formally through the intensification of its connections between the commercial malls that run underground beneath the roads surrounding the war memorial, and at the same time slowing the mass movement of people through the space, making them take notice of their bearings in relation to the war memorial.
