Abstract: Construction is one of Singapore’s significant industries and it relies heavily on the foreign workers. However, the heavy reliance on these foreign workers has generated some problems. The aim of the foreign labour polices introduced in Singapore is to decrease foreign labour reliance, upgrade the industry and improve the foreign workforce management. This dissertation seeks to explore the effectiveness of the government’s effort in implementing these policies and the adequateness of these efforts for the various industry parties such as the contractors, foreign workers and the government. An intensive study of the foreign labour policies introduced by the MOM is being carried out, followed by a survey with main industry players to analyse the effectiveness and impacts of the selected polices. It was found out that the construction industry is facing a serious shortage of accommodation for their workers currently. Based on the monthly employment cost of a foreign worker, an average of only 67% is paid as salary to the worker. It was also found out that “a multiskilled worker can be deployed more flexibly, increasing the duration of his deployment on a project” as the most effective polices among the several policies asked concerning recruitment of the foreign workers. Following on, a lack of relationship is determined between productivity and general welfare provided to the foreign workers. Several issues were also anlyased to find out its impact on the effects of employment of foreign workers. Recommendation in areas of management of foreign workers, basic plan for employment measures and communication were suggested to improve on the issues identified during the analysis of this research.
