Abstract: Currently, 2.5 billion people rely on traditional biomass fuels such as wood, charcoal, and animal manure for their basic source of energy for cooking and heating. Almost 1.5 billion people consideres, as a global energy poverty group and they are located in rural areas. The decentralized energy systems and a number of barriers, and limited access to finance services to develop the energy is fundamental problem. This paper is to provide the effective tool to create an opportunity to the rural poor community to access rural energy service. Microfinance has recognized as an effective tool to create an opportunity to access to financial services to improve the living standard of poor regions .Microfinance could be strategic sources to develop the energy service in rural area. At the same time, PoA is suitable for micro-scale projects and it brings the additional financial value to rural communities as developing the micro-level of renewable energy development in rural areas. The common point of the microfinance and PoA is to address major barriers to rural electrification, the lack of infrastructure, the lack of access to credit for poor people. There are potential synergies the combination of the PoA and microfinance to expand the rural energy development. The expected contribution through the proposed research would be: (i) In-depth and systematic analysis of major barriers of microfinance and PoA for rural energy development (ii) Combination of microfinance and PoA for energy developers to access the rural energy development
