Abstract: Extension of time (EOT) has been an important part of any standard form of building contract as it keeps a project deadline alive for the benefit of both the Employer and the Contractor. The Singapore Institute of Architects Conditions of Building Contract (Measurement Contract) 9th Edition (SIA form) is a commonly used standard forms in the private sector of Singapore construction industry. The EOT provisions in SIA form have been continuously improved by adopting the lessons learnt from other forms and common laws so as to mainly protect the rights of claiming liquidated damages for the Employer. Despite much effort to establish the systematic EOT application procedure, it is found to be cumbersome and not complied with by the practitioners in the industry. This study examines the EOT clauses in SIA forms thoroughly through different literature, law cases, and other contract forms to understand the rationales behind the provisions. Surveys are used to explore the current practices in the industry and highlight key issues of compliance. Based on such understanding of the forms and survey responses, this research recommended changes to the clauses so as to increase the efficiency of the EOT process.
